Bicycles on road

I was driving during the day on 54th and 40th and couldn't believe some idiot towing their kids in a trailer behind their bicycle.  They were doing 5-10 mph...maybe...on the small rt shoulder, and people were driving past them at 30-40 mph.
Why would any responsible adult want to voluntarily jeopardize the lives of their children...because of a misguided sense of entitlement or rebelliousness?
This is simply a terrible tragedy waiting to happen...no matter what laws and lanes are put in place, riding bicycles on heavily used roads is a really BAD, STUPID idea.
